Mr. Evans received his Bachelor of Science and Masters of Engineering with an emphasis in Water Resources from Texas A&M University.   He has a variety of experience in transportation and public works improvement projects as a consultant, for the City of Bryan, Texas Department of Transportation (TxDOT), and Jacobs Engineering.  His project experience includes storm sewer improvements, FEMA floodplain and floodway delineation, hydraulic and hydrologic modeling, roadway construction inspection, and GIS data management.  

Mr. Evans has modeling experienced in the use of various computer programs including HEC RAS, HEC HMS, Bentley Pond Pack,TR-55, EPA SWMM, HEC GeoRAS, MicroStation, GEOPACK Drainage, and GIS.
